The IHPE at local level
Each country organises the Experience completely independently within its territory. Thus, the age and number of participants, the historic buildings to be photographed, the prizes, publications, etc., are freely decided at local level.

The IHPE at international level
In the second phase, the results from all the countries are brought together and individual work acquires an international dimension. To this end, the following common activities are organised:
a) An international diploma
b) A ceremony for the presentation of the diplomas, and the official opening of an exhibition of the prize-winning photographs from all the participating countries, which takes place, usually, in the Palace of Europe in Strasbourg, in the presence of the young prize-winnwers.
c) A common catalogue containing these photographs.
d) An exhibition of at least all the prize-winning photographs from the participating countries, which each country agrees to hold in September.

Financing the IHPE
Each country meets the cost of the Experience at national level.
In the case of the common international activities, outlay is limited to an undertaking to buy a number of catalogues (10 minimum).
In 2009 (14th IHPE) the price was 10,0 euros per catalogue, plus carriage. For 2010, this figure is for guidance only. The exact price can be determined only once the exact number of participants is known, and hence the print run and definitive cost of the catalogue. The participating countries will be informed of the final price in due course.
The catalogues will be available from 1 September 2010.

RULES FOR PARTICIPATION IN THE IHPE COMMON ACTIVITIES
1. Entry form. All participants in the IHPE must formally enter by completing the enclosed entry form and sending it to the Experience coordinators in Catalonia.

Closing date for entry:
31 March 2010

2. Sending photographs and other material for the Catalogue Each participating country must send the organisers in Catalonia two copies of a CD-ROM containing the prize-winning photographs for publication in the common catalogue (always respecting the limits in Rule 4).
The CD-ROM must contain an index identifying the photographs, with the following information:

Full name of photographer and age
Name of monument photographed
Location of monument

This index may go before or after the photographs. No data is to be superimposed on the photographs themselves, so as not to spoil their appearance in the catalogue.
In addition, the identifying data requested above should also be included on paper as part of the same package.
Both the CD-ROM itself and the box containing it should be labelled with the following data in this order:

In summary, the CD-ROM must contain:

1. The selected young people's photographs, in JPEG format with a minimum resolution of 300 dpi, 18 x 13 cm
2. The data identifying the photographers and their photographs
3. The introductory text for the catalogue (see Rule 3)
4. A photograph of the person signing the introduction.

The submission of material on CD-ROM will allow the coordinators to publish the catalogue more efficiently and accurately. Furthermore, all the photographs will then be recorded on a DVD, which will be sent to all of the participating countries so that they in turn can make all the prints they need for their exhibitions..
Participants are also asked to advance the materials ( photos and texts) to the organisers in Catalonia, by e mail.

3. Introductory text. The prints must be accompanied by a short introductory text for the catalogue (maximum 30 lines) and the French and English translation, indicating the full name of the person signing it, position held and address. A photograph of the person signing the text must also be included.
Final date for sending photographs and text:
30 April 2010

4. Number of prize-winners. The constant growth in the number of countries and young people taking part makes it necessary to limit the number of photographs, to keep the catalogue manageable and its cost reasonable.
Since there is no single international jury, a limit is placed on the number of prize-winners which is proportional to the number of photographs taken and which will ensure high standards for the catalogue.
Hence the maximum number of photographs to be submitted by each country for the catalogue is as follows:
Up to 1,000 photos taken
or 100 participants........ ..... 2 photos published
Up to 3.000 photos taken
or 300 participants.............. 4 photos published
Up to 5.000 photos taken
or 500 participants............6 photos published
Up to 10.000 photos taken
or 1.000 participants............8 photos published
Up to 15,000 photos (or more) taken
or 1.500 participants.(or more)...........10 photos published

The coordinators reserve the right to limit the number of photographs published in the event these criteria are not respected
Only one photograph per prize-winning photographer will be published.

5. Age of participants. The IHPE is conceived for and aimed at school and college students. Hence we are obliged to limit the age of the participants to 21 years.

6. Subject-matter of the photographs. The Experience is intended to promote knowledge of historic buildings and gardens, rural and urban landscapes with recognised monumental value or outstanding beauty, etc.
The IHPE is not merely a "photographic" event, but more specifically an experience of the artistic and monumental heritage. It is therefore necessary to avoid subjects that, despite their possible photographic interest, are not related to these objectives.
The coordinators reserve the right to exclude from the catalogue any photographs that do not comply with this criterion.

7. Copyright. The participation in the IHPE, notified using the entry form, implies the cession of copyright in the photographs to the organisers in Catalonia and in other countries, to the Council of Europe and sponsors, who may use the photographs, if they so desire, for non-profit purposes.
Signature of the entry form implies that the person signing possesses the necessary authority to cede these rights on behalf of the creators of the prize-winning photographs.

8. Digital Photography. The pictures made by digital cameras may have a minimum definition of 300 ppp for 18 cms. in order to ensure the quality of the Catalogue, as well as the copies on paper for the exhibitions. The Coordinators keep the right to refuse the pictures with inferior quality.
